It doesn't seem to be infective. It seems to  e allergic. You will have to put antiallergic or mild steroids drops with cold compresses. Keep the child away from dust ,sun and smoke . For medicines please consult anyone online or meet so.e local ophthalmologist.

1. Cold fomentation to be done twice a day 2. Looking at the images, it appers there are two nodules lateral to the black part of eye— could be allergic? 3. Visit ophthalmologist

Don't unnecessarily use antibiotics. And refrain from using moxifloxacin before 7 years of age. Does she have itching? If yes , it's high likely to be allergic. Start using lubricants. And consult Ophthalmologist in person
