Red spots in penile head & frenulum

On 16/10/18 I do a unsuccessful intercourse with my gf. When my frenulum cut ..I go to a hospital & done 3 stitches.. all it's ok till now but yesterday 1/12/18 I clear my penis with dettol.in evening I see 6 red rashes in my penile head & frenulum..That's any std sign ??? I do 2 hiv pcr test after 41 days both are nagative.. today I do a syphillis antibody test which is nagative(0.006)..

it may be an infection or just a drug reaction. good that its not HIV or syphilis but there r other diseases far common than both. need more history
