Red raised bump

I have a red raised bump on my face, 1 inch below eye, it's been 3-4 weeks its not moving This is filled with blood (a pimple but instead of puss its blood) and has already leaked 3-4 whenever I touch my face bit harshly This does not seem to be budging any where what can I do
