Re exposure due to rat bite

I believe I may not have been able to clearly state my query, so apologize for that. My sister was bitten by a rat yesterday. Previously she had received only 4 doses of ARV (in December, 2021, on days 0,3,8,16, 4th ARV taken on 16/12/21), as dog was alright, so 5th dose not taken. Now, for this re-exposure from rat yesterday, there was a visible mark/scratch, not sure whether it bit or scratched, happened so fast. But, on pressing the finger blood could be seen, but wasn't oozing out, like when you have deep cuts. Now, I am concerned whether I need to arrange for HRIG also as it is not easily available even in district hospital or shops, I can get Rabishield monoclonal antibody. OR should I buy only 5 ARVs to be administered to my sister? Since she did take 4 ARVs before, will she still need HRIG for a bite on her finger of left foot? Please guide me, I will arrange for HRIG if I have to buy won't risk my sister's life.

Do not panic! You need not worry First of all a rodent like rat bite cannot spread rabies and usually anti rabies vaccine is not given for such cases Secondly your sister has already taken arv 1 year back hence she has the immunity and so hrig is unnecessary in this case

All you have to do is take a TT injection if she has not taken it for more than 3 years wash the wound thoroughly with soap and water
