Rashes and swelling on my private part

Hello Doctor, From the past 5-6 days, I've started noticing some rashes & swelling on my penis head, though they are not persistent they appear and disappear randomly. Last time they occurred around 6-7 months back that time I was also sexually active with my partner and had both protected and unprotected sex then I visited a urologist at Safdarjung hospital Delhi. After diagnosis doctor said it's normal and it might happen because of the condom lubrication, he just advised me to apply oil and to keep that area clean. I followed his advice and within around week my rashes & swelling disappeared automatically. Now they appear again and last I had sex(with condom) in February. It is condom allergy  Apply plain coconut oil twice a day.Get a vdrl and hiv test also to be precautionary
