Rabies Vaccine on Gluteal Region

My mother was bitten by a 6 months old stray dog on 01 Feb 2020. We immediately took her to a private hospital. The doctor recommended a TT injection and PEP with Anti Rabies Vaccine full schedule on 0, 3, 7, 14 and 28th days. But the first 3 ARV injections were made on her Gluteal region. As per WHO recommendations, ARV should be given only on deltoid region of the arm. Today when we asked the doctor personally in the hospital, she said it is ok to have the injection in Gluteal region. We can put the injection in Deltoid for the next 2 schedule, 14 and 28. But I need a second opinion here as I don't want to take risks. Should we start the schedule from the beginning? Or is it fine to conitnue the current schedule? Please advice.
