Pre pregnancy you can get few blood tests done like serum tsh, hba1c, cbc. If all are normal, you can start taking tablet folvite 3 months prior to planning the pregnancy. Any time of the year, outcome is the same.

There is no particular time when a child will be healthy/ a good time for delivery. It is wise to start folic acid (5mg) tablets one month before conception. Also check your Hemoglobin status, glucose levels, HPLC for thalassemia testing of both partners. In case you are overweight/obese it's advisable to lose weight before planning a pregnancy.
