Post CO2 laser hyperpigmentation

I had a small scar and underwent CO2 laser treatment. But the treatment made my scar worst and the entire skin has pigmented. It's been almost a year, nothing has improved. I completely regret going for that treatment. What are the treatment options available to treat PIH? Does it completely remove the pigmentation?
