A dog gets rabies in saliva only after it affects his brain. Once the virus reaches the brain, the dog will die within 10 days. That is why we always ask to observe the dog for 10 days. If the dog survived 10 days, then on the day of scrach or bite, it didn't have a virus in the brain or saliva.
In the case you mentioned he survived almost a month so the chances of virus in saliva is almost zero.
