Baby is 10month old, he gets rashes everytime when he gets fever, this time fever is subsiding and rising back , is it viral infection?

Yes it's likely a viral infection which just needs paracetamol if armpit temp >99.5 or child irritable. Rashes are a problem if they appear in mouth preventing intake

Usually fever along with rashes is viral origin only. And subside after 5-7 days. Just give symptomatic treatment like paracetamol and no specific treatment needed for rashes
