Pericardial Effusion and Tachycardia

I'm having symptoms like racing heart,mild chest pain,sometimes difficulty in breathing..In July also echo had shown the same  thing I.e, Pericardial Effusion. Are Tachycardia and Pericardial Effusion related? Please tell me what to do for the issue mentioned in report... Kindly help

It looks like you have recurrent pericarditis. You need evaluation and treatment
