Paper thin cuts on foreskin of Penis

Hi Doc, Suddenly out of nowhere I have these paper thin cuts on the foreskin and Frenulum of my Penis. I have difficulty retracting the skin therefore. Also, it is very dry on the head of the Penis as compared to earlier. Their is a constant layer of whitish thing, which smells weird. Kindly suggest.
