I am 21 yrs old and I live in Jaipur. I want to get my upper palate expanded using MSE or some other appliance (without surgery). Can someone please recommend me a good orthodontist for the same.

Well Palate expansion at your age is not recommended, infact there's hardly any possibility. Surgery is the recommended option if there's high skeletal discrepancy(problem) along with braces.
