Neck & upper back pain & balance problem

I have stiff neck, pain on the back of the neck and upper back for 10months now. Also have balance problems, mostly get back imbalance while making neck movements. I feel like I'm on a boat or feel like falling.  Also get headaches on the back of the head, sides and in the front. Sometimes the pain and stiffness comes down for a week or so but increases again in the subsequent weeks. I've consulted an orthopaedist and xray of neck was taken. The results were normal. Can this condition be cured through physiotherapy? Who can I consult further on this condition?
