Excess floride in drinking water can cause a yellow to brown discolouration of the teeth  this is due to the change in the chemical composition of Enamel ( the outermost layer of the tooth) Floride stains and discoloration are intrinsic in nature and will not dissappear after cleaning or Bleaching. To permanently change the look of your teeth you may need to go for laminates or Veneers.

your problem is dental fluorosis.. don't go for scaling.. it may not help you.. if the stains are minor.. you can go for... bleaching or micro abrasion.. severe cases you may go for IPS E max full ceramic veneers..
