Hi I am 28 weeks pregnant now. My haemoglobin is 10.9. During first trimester it was 12.7, second trimester ut was 11.6. I see reduction in the level in 28 weeks. Is it normal?

It is normal for your haemoglobin to drop in pregnancy. Take iron supplementation as prescribed so that it's atleast stable.
