I want to know whether there is any local anesthesia available for minor cervical procedures or the only option is general anesthesia?

It is available. But it is better if you ask this question to the Doctor who has advised the minor cervical procedure for you. By examining you he will know whether you will allow the minor cervical procedure under local anaesthesia or not. (Your temperament).
