Every three days i see a new layer on my lips but cause of dryness the layer gets to shrink. i am having this problem since last 2 year.

The problem could be due to your toothpaste; if you are using a gel, this occurs most probably. As you mentioned, cracking of lips (if that's the case) is due to dehydration.
Next Steps
Switch to a milder toothpaste. Drink atleast 3 litres of water everyday.
