Hello doctor,my father' CT Scan is done and in the report Retroperitoneal Liposarcoma is written.Is it cancerous or it can be benign?the size is 23cm×23cm×45cm.Please help me

It is a cancers condition. It is retroperitoneal . So more difficult surgery.  Please consult with a Chance Specialist in your city. He may decide whether your father will have surgery or not.
