Lip itching

I am having lip itching since last few months, i visited a dr. She wrote one medicine and ask to jse chapstick but it's nit settling down it emerged again, my.lils swelled up sometimes and this itching is continuously irritating me, also if i eat anything citrus like curd,matha, lemonade, orange or citrus fruit it goes high. I really don't kniw what to do, i can't apply any lipstick it start burning like hell, i hardly use any lipstick but now i can't dl that nor can i eat curd. Any so? Or i have to go for blood test or  it is coz of pcod ? Or due to b12 and vitamin d deficiency ? Please help me what should i take or do to get rid of this burning and itching on my lips, it settles down for few mins when i apply ice on it? My sugar level is 5.9, almost too high, is it happening coz of it ?
