He speaks some words clearly.but,  He is not making sentences. He understands everything but doesn't express by talking. If he wants anything he does signal that thing.

There is a speech delay. Speech therapy can be given. Also we have to rule out other associated problems. Please visit a pediatrician or developmental pediatrician or child development clinic
