It's all too easy to tell yourself "I'll start in an hour" over and over again until you've wasted the entire day. ... Force yourself to start writing notes and also draw your notes. ... Also write reasons as to why this is important keep reminding yourself by reading it throughout day

You are a software engineer..Right .So i think you have already completed your engineering degree.Now are you preparing  for your Masters degree?If yess .you just need to have some ENTHUSIASM and MOTIVATION.And onething about you the reason you procrastinating is you know that you will do it anyhow. You are intelligent. Start taking yourself little seriously.
