At 60 years, if there are grade 4 OA changes and if you have additional meniscus and ligament tears, the best treatment is TKR.
There are numerous patients getting operated for TKR and they have excellent results.
However if you don't want TKR now, only the ligament injuries can be taken care of by key hole surgery. But at 60 years the outcome may not be as good because of weak bones and relative inactive lifestyle.
If not now, then in another 5 years she will require TKR
