Is it Syphilis ?

I had been getting some acne on my shoulders for last 4 months which are severely itching. Did blood test few times and both hiv and vdrl came negative all the time. Last month when I took the test again , hiv was negative and vdrl came reactive 1:2. Although my doctor told me these acne are not Syphilis and I don't have to worry , my mind is very much perplexed. Plz help me
