The intoeing may be due to the structure of the thigh bone (femur) or lower leg bone (tibia). This may be something entirely normal to her, as there is a wide variation as to what is considered a normal range. What needs to be confirmed is whether there is something else which is causing this appearance or is it something which she has structurally and is normal for her.
Please see an Orthopaedic Surgeon who has experience of treating Paediatric Orthopaedic cases. Unless you are convinced an intervention will help do not proceed with it.
