High Grade Bladder Cancer

Last year noticed bleeding in urine so first done Turbt later Chemo and Radiation done on July 2017.Again in April noticed as heavy bleeding with clots so again done Turbt. Could you please suggest the correct treatment for my father as he is suffering a lot. Thanks in Advance.
