I recommend consulting a neurologist. An MRI brain with trigeminal nerve protocol may be considered if you have not had one previously, as CT scans may miss subtle abnormalities. Depending on the examination, conditions such as chronic tension-type headache, atypical facial pain, trigeminal neuropathy, or temporomandibular joint (TMJ) disorders may need to be evaluated.
Since your symptoms have persisted despite multiple medications, a fresh evaluation is worthwhile to arrive at the correct diagnosis and tailor further treatment.
