While conducting election a person came who was bitten by dog but vaccinated and wounds were not very fresh and open . Neither  I have any cut etc. on hands or anywhere. Does touching his aadhaar and  voter Id can spread Rabies infection?

No. He has vaccinated and proper taking treatment with dressing. Usually rabis virus develop 3-4 months bite and infection.
