Frenulum gets stuck behind on erection

The frenulum is easily moveable in non erect state but when erect the frenulum gets stuck behind the head and the skin doesn't move freely . It gets stuck behind the head of the penis and pains. Is it because of a short foreskin or a small frenulum. And what is the procedure to correct this state ( Surgical/Non surgical - non surgical preferred if there is any.  )
