You may have rubbed his gums circling his tiny little teeth while brushing causing him to avoid brushing by u. Let him do as he please. But u have to clean his teeth with wet towel or cloth in the last. Also develop a habit of brushing your teeth with him. He may be crushing it for now but eventually learn it from seeing you how to make brushing strokes.

He is too small to learn brushing technique now. Be patient and carry on brushing along with him. One fine day he will allow you to correct him .
