Feeling excess cold

I am feeling too cold than other peoples, legs and hands become numb for sometime after exposure to cold weather. My pulse rate for once reached till 49 bpm, but no issue faced. Now heart rate is above 60 bpm. Previously on feb 21 i took ecg and tmt for chest pain which went all normal. Does my heart rate is low? Am i having circulation problem or having heart condition?.
