I  licked by a stray dog one month ago near my peeled finger is there any chances of getting me rabies infection ? The dog is a stray from my neighbour hood and is healthy from last 3 weeks

Observation period for rabies is 10 days. If the dog survive 10 days then that indicates the dog's saliva was free from virus 10days back. So in your case the dog is healthy for more than 3 weeks so no need to worry.
