Best is when you actually start labour pains. Next best is any time after 38 weeks.

Timing an elective lscs would depend on a number of factors. If baby and mother are both doing well, waiting for spontaneously onset of labour pains and trying for normal delivery is best. If elective lscs is planned for some reason, and if there are no other risk factors involved, then lot should be at 39 weeks.
