Dandruff, oily skin, acne are common in puberty but hormonal issues like PCOS can also cause acne and dandruff at any age. Local treatment like oil and shampoos won't work for you.  Underlying hormonal imbalances should be treated inorder to get rid of dandruff and oily skin permanently. I have 8 yrs of experience in treating hair and skin problems as I was a consultant at Dr Batras. I strongly suggest you to take Homeopathic treatment as Homeopathy will be able to treat your problem permanently.
Next Steps
Regular exercise will help in regulating hormones.  Reduce oily foods and junk.  Drink plenty of water.
