Kindly stop using otrivin regularly as it isn't meant to be. I would advise you to visit a ENT so that you can be examined and undergo the necessary examinations to find the underlying cause of the problem and have it treated accordingly. You can do steam inhalation with plain steam twice a day while applying vaporub over the forehead, nose, throat and chest while taking the inhalation.
