Are you noticing it from early childhood or the symptoms are new? This can be symptoms of autism and not of autism equally. More information is required to diagnose. You should talk to your pediatrician first then if required, any neuro psychiatrist.

It is a sign of autism but poor eye contact can have various reasons and it would be better to get him consulted before coming to a conclusion. Hope that helps
