I have had several partial mastoidectomies. However I now have developed yet another cholesteatoma. The doctor who has performed the surgeries informs me that nothing can be done because the remaining air cells are too close to the brain. Can a neurosurgeon address this issue?

Well a neurosurgeon can definitely advise and give his expert opinion, but it all depends on the comfort of operating surgeon and risks associated. Risk vs benefit ratio should be assessed.
