Childish Behavior

Honourable sir namaste🙏, My brother is presently of 16 year old. He is Fair, Handsome and physically fit. His behaviour is childish. He is 5.2 ft height and of normal fat. He mingles with elder persons of unknown also, he talks with those peoples without any hesitations , but he doesn't  thinks about what he is taking and he does their works whatever they tells. He doesn't concentrate in writing, he is still doesn't know how to make a word or how to write a word in English or kannada.              But he can recognise the words or letter headings of mobile operations as well, He blindly attracts over the sex but he doesn't have sense and like childish in nature. He keeps mum even tough he is beaten up by parent or any other.         Please kindly give the solutions for this.
