Cervix length short even after cerclage

I had MC Donald cerclage at 22 weeks as cervix length went to 2.2 cm with funneling, now I am at 28 weeks I went for a scan where cervix length came up with 1.4 cm with the report mentioning sutures are seen but can't comment on intact incirclage. Why did this happen and what are the chances now for the survival of the baby? Today after this I am feeling one side sharp pelvic pain in some intervals and even my stomach is stretching on one side in some intervals, this used to happen before also but today I feel more. What should be done?
