Catheter not going in bladder

Iam a using Foley catheter for past 10 yrs, On April 10th my regular male nurse damaged urethra while changing new catheter, he inflated catheter balloon before entering bladder there was heavy loss of blood, I was taken to hospital and urologist put suprapubic catheter he told after a month he'll remove and put in urethra way, after 20 urine started leaking Via Penis heavily so I went to the near by hospital there urologist tried to put catheter new catheter Via urethra but he told it's not entering bladder, He said surgery should be done to remove the blockage, I had bad experience in that hospital. can it be done without surgery? I cannot afford surgery, what are the possibilities to put catheter again Via urethra?

U need to undergo surgery. But can be done endoscopically.
