You have to first evaluate the flexibility of the muscles around the joint. Check this by comparing the ability to move your left with your right shoulder; reaching back/up, crossing the front, reaching to clean yourself, ability to slap someone or throw a ball and other things. The tingling in all probability is due to the stretch that happens on the stiff muscles.
