Bone fracture assessment

My father met with an accident yesterday and there seems to be a compound fracture in his left foot. I am attaching the X-ray with the message. Could you please help in knowing his situation? Is it mandated to go orthopaedic surgery given his situation? Thanks and Regards Abhishek
