Blood dot in the eye

Hi, my uncle is around 60+ year and is diabetic for a long time and has a heart issue ( had an attack few years ago) his vision is getting blurry and recently found a blood dot in the pupil which bothers in vision. Please suggest what treatment he will have to undergo this, can this condition be improved? Our concern is with existing other medical condition how this treatment needs to be attempted?
