Yes the ointment is safe and moreover you are using it as topical application only so no issues. You should apply it atleast 15-20 mins before the procedure.

You can use EMLA cream, apply small amount on ear lobe 45–60 min before piercing. It’s safe if used in small quantity. Otherwise quick piercing without cream is also fine.
