There is no IUGR. She has appropriate weight for gestation at birth. Ideally she is borderline for a term gestational age as she also developed a bit of respiratory distress after birth - I can’t see what else was required since the notes posted are not complete but it appears that she settled without invasive intervention.
So for her age the milestones achieved are quite appropriate and weight too has caught on well. She seems to be on track. What you are expecting should be achieved any day!

She would be babbling by now - imitate her and encourage her by replying with one words too, play with her in your language. Sing to her too
Can show to her hard bound word books - can make sounds of the animals in the books
Play peek a boo, simple hiding games of incomplete hiding of objects and pleasure of giving them again. Try toys of different colours and textures and also toys which make sounds on motion so that interest is generated, a kind of reward and joy of new discoveries with each action.
