I have a constant white layer on my tongue and issues of bad breath. Not sure if both are related but i have tried hard to get rid of that white layer but despite regularly scraping my tongue it does not go.

Scrape that white layer with cotton if it gets removed temporarily then its candidiasis otherwise check with an oral Pathologist as soon as possible. You need to do an Oral prophylaxis.
