White patches on skin

Hello Doctor, My mom who is 63 is diabetic abd takes insulin injections. She has suddenly noticed white small patches on her skin, legs, thighs and hand. Her blood report 2 months back indicated lesser hemoglobin at 8. Her hba1c is at 8.5. I am attaching pics of the patches. Please advise. Could this be a deficiency or related to blood count. It doesn't Itch or cause any problems though except that it's started to appear on her body. The pics are of her knees and legs. She has a few on her hands as well. Do let me know what this is please. Thank you.
