Very small testicles

Hello doctor, I am having very small testicles at the age of 26 its like 16 year old. It doesnt hang at all. I am very tense about that problem also the overall growth of hairs are also less. Very less moustache and no beard. Please tell me the solution for that or which kind of doctor should i visit and is there is anything serious issue.
