Vaginal bleeding during 9th week

I started having bleeding in my 9th week of pregnancy. Right now I am on bed rest and Progesterone 200mg. Still the bleeding has not stopped, it reduces, reoccurs, the cycle is going on since 10 days.. I want to know is it normal ? and should I get any other form of treatment?
