Usage of steroids in cold treatment

In my house there are 3 babies(7months, 10 months and 3 years) all of them got the cold. In the past also babies (10m and 3y) were caught colds and were then taken to local childrens specialist. I was not aware that he had given formoterol fumarate and budesonide respirator suspension in previous visits. He had prescribed that again this time. It was not a severe cold.They were not having any sort of breathing difficulties. It has come to my attention that he used that every time they had gone with a complaint of cold. I want to understand if it is safe and needed every time. I also need to mention they(10m,3y) had a cold at least once a month in the past 3 months. He also prescribed the cold medication which was banned last month during this visit(Monday).
